In the 80s, the only place in Hong Kong where British law did not apply was the fearsome Kowloon Citadel, an enclave given over to gangs and trafficking of all kinds.

Fleeing the powerful Triad boss Mr. Big, illegal immigrant Chan Lok-kwun takes refuge in Kowloon where he is taken under the protection of Cyclone, leader of the Citadel. With the other outlaws of his clan, they will have to face the invasion of Mr. Big’s gang and protect the refuge that the fortified city has become for them.
